Resolution appropriating $10,000.00 from the Common Council's 1999 budgeted Contingency Fund No. 09-910-8000 to cover expenses for the facilitator, as ordered by the Federal Court, United States District Court, Eastern District of Wisconsin in United States of America, et al. v. City of Milwaukee, et al., Case no. 74-C-480.

-Analysis-
This resolution authorizes funding to cover the costs of hiring a facilitator, as ordered by the Court, in accordance with the April 24, 1998 order issued by the District Court. Mr. Zel S. Rice, II has been authorized by the Court to act as facilitator between the City of Milwaukee Fire and Police Commission and its testing consultants and the interested intervening parties, as allowed by the court.
BODY:
Whereas, The U.S. District Court has ordered the parties in United States of America, et al. v. City of Milwaukee, et al., case no. 74-C-480 to work together so that all parties may agree on the selection procedure developed by the City of Milwaukee Fire and Police Commission's testing consultant. The parties are ordered by the Court to work informally to resolve any disputes, and the City has the responsibility to pay for the facilitator in the event that the parties' efforts to reach a voluntary agreement are unsuccessful; and
NOW, THEREFORE BE IT RESOLVED, that the sum of $10,000.00 shall be appropriated from the Common Council's 1999 budgeted Contingency Fund, No. 09-910-8000 to a special fund for the purpose of paying the facilitator in conjunction with the development of an agreed upon selection procedure for City of Milwaukee police officers and police aids.
