Title
Substitute resolution relating to property deconstruction.
Analysis
This resolution directs the:
1. Department of Neighborhood Services to contract with outside vendors, and/or staff one or more City in-house deconstruction crews, by April 1, 2019, and shall expend at least $1.2 million in currently appropriated deconstruction funding in a manner consistent with s. 218.10 of the Milwaukee Code of Ordinances.
2. Department of Neighborhood Services to develop and implement a workshop to facilitate the acquisition by private-sector contractors of the skills, expertise and certification needed to perform property deconstructions
3. Department of Public Works to staff one or more in-house mechanical demolition crews no earlier than April 15, 2019, and not later than May 15, 2019.
4. Commissioner of Neighborhood Services to report monthly to the Common Council regarding the status of activities directed by this resolution.

Whereas, Using City employees to perform property deconstructions instead of independent contractors will likely make family-supporting jobs more readily available to City residents; and
Whereas, Replacing independent contractors with City employees when performing property deconstructions is expected to ensure that workers at these worksites reflect the values of the City and the diverse neighborhoods where property deconstructions are being performed; now, therefore, be it
