Substitute resolution amending the Domestic Animal Control Services Agreement and reauthorizing the expenditure of $220,150 for completion of the facility.
BODY:
Whereas, In 1997, the City and 18 municipalities in Milwaukee County entered into an agreement to provide domestic animal control services within Milwaukee County through the Milwaukee Area Domestic Animal Control Commission (MADACC); and

Whereas, The agreement required the city and Milwaukee County suburbs to share in the cost of animal services with operating costs paid for on pro-rated usage basis and capital costs paid on a pro-rated equalized value basis; and

Whereas, The agreement anticipated capital costs to total $2.5 million, and therefore established a limit of that amount; and

Whereas, Final construction and related costs totaled $3,066,782.58; and

Whereas, Said additional construction and related costs were partially offset by increased investment earnings that along with County debt proceeds totaled $2,602,116.50; and

Whereas, The City of West Allis, as fiscal agent for MADACC, agreed to temporarily fund the additional expenses of $464,666.07, plus loss interest of $16,730.44; and

Whereas, The 2000 City of Milwaukee Budget - Department of Neighborhood Services anticipated funding of $220,149.51 for Milwaukee's share of the final capital costs; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Domestic Animal Control Service Agreement, adopted as part of Common Council Resolution 970660, be amended to include the following provisions:

1. Final construction and related costs of $3,066,782.58.
2. The additional net costs of $481,396.51.
3. The additional net costs, including interest, shall be shared by each participating municipality based on the January 1, 1999 equalized value, as a percent of the total County equalized value.
