Substitute ordinance exempting from common council approval the application and acceptance of grants involving amounts not exceeding $20,000 and which do not require city share out-of-pocket matches.

Analysis
This ordinance provides that for grants involving amounts not exceeding $20,000 and which do not require city share out-of-pocket matches departments are not required to prepare and submit grant analysis forms and fiscal notes to the department of administration and the city clerk and may apply for and accept grant funds without the prior approval of resolutions by the common council; however, administering departments shall on a quarterly basis prepare and submit to the division of budget and policy reports relating to the acceptance of the grants. The budget and policy division will then on a quarterly basis prepare and submit a single, coordinated report to the common council and the city comptroller. In addition, the submittal of grant agreements and grantor approved budgets to the city comptroller, and the establishment of individual grant accounts by the city comptroller for grants not exceeding $20,000 is still required.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 304-81-4-0 of the code is amended to read:

304-81. Grant Projects and Programs.

4. FUNDING INDIVIDUAL GRANTS.>>All grants except those involving amounts not exceeding $20,000 and which do not require city share out-of-pocket matches shall comply with the following procedures:<<
