Analysis
This resolution authorizes the expenditure of Water Works funds to purchase and transfer ownership of lawn cutting equipment to the Children's Outing Association (COA) in accord with the terms of a land lease agreement previously authorized by Council Resolution 020574. This lease agreement transfers to the COA, the operation and routine maintenance of lands in Kilbourn Park, south of East North Avenue, which are currently maintained by the Water Works. This resolution also transfers the necessary funds into the appropriate Water Works accounts for this purpose.

Whereas, Portions of Kilbourn Park, south of East North Avenue, are being expanded and improved by the City of Milwaukee as part of the Beer Line B redevelopment project; and

Whereas, The Common Council of the City of Milwaukee approved Resolution File No. 020574 on August 1, 2002, which authorized the execution of a lease with the COA for the operation and routine maintenance of portions of Kilbourn Park, south of East North Avenue; and

Whereas, Under the terms of the lease agreement, the COA will provide routine maintenance of these areas including the mowing of park grass; and

Whereas, The lease agreement further stipulates that the City will provide the COA with lawn cutting equipment suitable for mowing expansive and sloping grassed areas; and

Whereas, Suitable lawn cutting equipment has been estimated to cost up to $40,000; and
