This resolution provides that the $4 million in borrowing authority in the 1998 City Budget for construction of a Police Department data services/communication center shall not be released until the Common Council has reviewed and approved a capital plan for such facility.
BODY:
Whereas, The 1996 City Budget provided $1 million in borrowing authority to begin remodeling the District 3 police station for use as a data services/communication center; and

Whereas, To date, less than $8,000 of these funds has been expended; and

Whereas, A 1994 consultant study estimated the capital cost of the data services/communication center project to be $12 million; and

Whereas, The 1998 Executive Budget provides $4 million for construction of the Police Department data services/communication center; and

Whereas, The Police Department has not specified the scope or content of any planned phases of the data services/communication center project, including any work to be performed using the proposed 1998 appropriation of $4 million; and

Whereas, The Department of Administration-Budget and Management Division has indicated that the scope of this project is expected to change considerably from what was originally proposed and that the project cost may be closer to $20 million than to the $12 million originally projected; and

Whereas, The Common Council has not been given an opportunity to review a facility plan for this large, undefined project; and

Whereas, The Police Department plans to address Year 2000 automation problems through the purchase of new equipment, the cost of which was not included in the original budget for the proposed data services/communicati...
