This substitute resolution authorizes the Commissioner of Public Works to negotiate and execute agreements for a temporary access route for emergency vehicles on private property in conjunction with the construction of the North Emmber Lane Bridge over the Menomonee River.


BODY:
Whereas, The City of Milwaukee and the Wisconsin Department of Transportation are planning the replacement of the North Emmber Lane Bridge over the Menomonee River between West Canal Street and West Mt. Vernon Avenue; and

Whereas, North Emmber Lane from West Canal Street to West Mt. Vernon Avenue will be closed to through traffic during the two-year construction period of the bridge; and

Whereas, Public access to the properties between the River and West Mt. Vernon Avenue will only be available from North 13th Street and North 17th Street, both of which include existing railroad crossings; and

Whereas, Concern has been expressed by several of these affected property owners about emergency vehicle access to the businesses south of West Mt. Vernon Avenue and north of the bridge when a train is blocking the crossings at North 13th Street and North 17th Street; and

Whereas, Initial investigations indicate that an emergency route could be provided, however, it would extend across private property; and

Whereas, These private property owners have initially expressed their willingness to cooperate and provide such a route across their lands; now, therefore, be it
