Substitute resolution creating the Joint Committee on Downtown Streetcar Implementation.
Analysis
This resolution creates a 9-member Joint Committee on Downtown Streetcar Implementation to facilitate the planning, engineering and construction of the Downtown Streetcar Circulator. The Joint Committee shall consist of the following individuals or their appointed alternates: Mayor, Common Council President, chair of the Common Council’s Public Works Committee, chair of the Common Council’s Finance and Personnel Committee, Commissioner of Public Works, City Engineer, City Comptroller, Commissioner of City Development and the Managing Director of the Milwaukee County Transit System.

Whereas, It has been nearly 20 years since $241 million in federal transportation aid (Interstate Cost Estimate or “ICE” funding) was allocated to the Milwaukee area for public transportation improvements and nearly 10 years since the Wisconsin Department of Transportation, the City of Milwaukee and Milwaukee County, in the spirit of intergovernmental cooperation, reached an agreement to, among other things, allocate $91.5 million of those funds to implement the recommendations of the Milwaukee Downtown Transit Connector study; and

Whereas, A number of projects have been proposed for using the $91.5 million to expand and improve public transportation in and around Downtown Milwaukee; however, no project has moved forward because City and County leaders have been unable to agree on transit mode, route alignments, financing and operating characteristics; and

Whereas, On March 11, 2009, President Obama signed into law a $410 billion federal appropriations bill that allocates 60% of the $91.5 million ($54.9 million) to the City of Milwaukee for a “downtown fixed-rail corridor” and 40% ($36.6 million) to Milwaukee County for “energy efficient buses”; and
