ANALYSIS
This ordinance specifies operating standards for security cameras in convenience food stores; and for the first time, requires filling stations open 24 hours a day to have a security camera in operation and to comply with these same standards.
BODY:
Whereas, Security cameras are an efficient and cost-effective means of increasing public safety for employes and customers of convenience food stores and filling stations open 24 hours a day; and
Whereas, Convenience food stores and filling stations open 24 hours a day present an attractive target to criminals due to minimal staffing levels and the amount of cash on hand; and
Whereas, Videorecorded images are a valuable asset in the identification and apprehension of criminals; now, therefore,
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 68-4.3-2-e of the code is repealed and recreated to read:
68-4.3. Convenience Food Stores.
2. REGULATIONS.
e. Install, maintain in proper working order and operate during all hours the store is open to customers a security camera which can produce a retrieval image on film or tape.
e-1. The camera shall be placed to provide a clear and identifiable full frame of the filmed individual's face, either entering, exiting or at the cash register. Hanging displays shall not obstruct views of the individual's face.
e-2. If a time-lapse videorecorder is operated, recorded images shall not be recorded at a slower speed than 24 hours.
e-3. Recorded tapes shall be kept for a minimum of 72 hours.
Part 2. Section 84-45-3.5 of the code is created to read:
84-45. Filling Stations.
3.5. SECURITY CAMERA REQUIRED. All filling stations open to customers on a 24-hour basis shall:
