This special privilege grants the applicant permission to place a steel "S" shaped lookout ramp, steel bollards, concrete ramps, trees with tree grates, wall mounted lights, retaining walls and wood boardwalks with steps and railings in the public right-of-way of East Buffalo Street, west of North Water Street.

Whereas, Einar Tangen, agent for Business Improvement District No. 2 proposes, on behalf of the Historic Third Ward Association to place, operate and maintain a steel "S" shaped lookout ramp, steel bollards, concrete ramps, trees with tree grates, wall mounted lights, retaining walls and wood boardwalks with steps and railings in the public right-of-way of East Buffalo Street, west of North Water Street; and

Whereas, These items are to be placed as part of the Historic Third Ward Riverwalk project and will be owned and maintained by the Historic Third Ward Association; and

Whereas, Also related to the Historic Third Ward Association's riverwalk development, it was found necessary to install an underground conduit to provide for electrical power under and across East St. Paul Avenue; and

Whereas, The steel ramp, bollards, concrete ramps, trees with tree grates, lights, retaining walls and boardwalks with steps and railings and underground conduit for electrical power may only legally occupy the City of Milwaukee public right-of-way by the granting of this special privilege; now, therefore, be it
