Title:
Resolution relative to application, acceptance and funding of a Solving Cold Cases or Unsolved Homicide Cases with DNA Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Solving Cold Cases or Unsolved Homicide Cases with DNA from the U.S. Department of Justice, Office of Justice Assistance, National Institute of Justice, through the State of Wisconsin, Division of Criminal Investigation, in the amount of $35,196. The purpose of this project is allow the deployment of Milwaukee Police Department Homicide Detectives on overtime to review cold case files based on a set of guidelines that track the parameters of the grant, and select and prioritize cases based on solvability factors.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin, Department of Justice, through the US Department of Justice, Office of Justice Programs for a Solving Cold Cases or Unsolved Homicide Cases with DNA Grant; and

Whereas, The operation of this grant from 05/31/05 to 06/01/06 would cost $58,142, of which $22,946 (39%) would be provided by the city and $35,196 (61%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Department of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Solving Cold Cases or Unsolved Homicide Cases with DNA Grant
