Title
Substitute resolution supporting pending federal legislation relating to the establishment of a National Affordable Housing Trust Fund in the U.S. Treasury to provide for the development, rehabilitation and preservation of decent, safe and affordable housing for low-income families.
Analysis
This resolution expresses the City of Milwaukee's support for H.R. 2349, the National Affordable Housing Trust Fund Act of 2001, federal legislation currently pending in the 107th Congress relating to the establishment of a national trust fund for an affordable housing production program, and directs the Department of Administration-Intergovernmental Relations Division to lobby the City's Congressional delegation for passage of this proposed legislation.

Whereas, The National Affordable Housing Trust Fund Act of 2001 seeks to establish in the Treasury of the United States a trust fund to be known as the National Affordable Housing Trust Fund to provide for the development, rehabilitation of decent, safe and affordable housing for low-income families; and
Whereas, The National Affordable Housing Trust Fund would finance an affordable housing production program by using profits generated by Federal Housing Administration programs to fill the growing gap in the national ability to build affordable housing; and
Whereas, The National Affordable Housing Trust Fund would redistribute 75% of the funds by formula to states to enable rental housing to be built in mixed-income projects in low-income areas or areas of economic revitalization and to promote homeownership for low-income families; and
Whereas, The City recognizes that the loss of a significant portion of the affordable rental stock has confined many low-income families to pay high proportions of their incomes for rent; and
