Analysis
This substitute resolution transfers $10,000 in funds from the 2017 Capital Improvements-Advance Planning Fund account into a subaccount for a design charrette for the Harambee Five Points Exchange commercial district.
Body
Whereas, On September 1, 2009, the Common Council of the City of Milwaukee (“Common Council”) approved the Northeast Side Area Plan as one of the components of the Comprehensive Plan; and

Whereas, The City of Milwaukee (“City”) Department of City Development (“DCD”) is working with the Harambee Five Points Exchange commercial district property owners and other area stakeholders, including residents and business owners, to redevelop and reinvent the commercial district and surrounding neighborhood focused on the Five Points Exchange of King, Keefe, Atkinson, Port Washington and North Sixth, strengthen the commercial core and prioritize architectural, urban design and streetscape improvements, including exploring redevelopment and design solutions for specific, underutilized sites within the Harambee Five Points Exchange commercial district; and

Whereas, The Riverworks Center has been engaged in planning for the Harambee neighborhood and the Five Points Exchange commercial district, as a focal point within the Harambee neighborhood, and will participate along with the Historic King Drive Business Improvement District in a design charrette coordinated by the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”), focusing on five to six high-priority commercial corridor redevelopment sites; and
