Title
Substitute resolution directing the Safety Commission to prepare a report on improving safety along Milwaukee's rivers and waterways. Analysis
This resolution directs the Safety Commission to prepare a report on measures to be taken to improve safety along Milwaukee's rivers, creeks and other waterways. This report, which shall be submitted to the Common Council within 120 days of adoption of the resolution, shall include recommendations for a media campaign and teaching materials that can be used to educate Milwaukee children on the potential safety hazards posed by rivers, creeks and other waterways and techniques to avoid those hazards.
Body
Whereas, Milwaukee's rivers, creeks and other waterways have been the locations of numerous drownings over the years; and

Whereas, These drownings typically result from children exploring the waterways during or after heavy rainfalls; and

Whereas, While Milwaukee's rivers, creeks and other waterways contribute to the ambiance and quality-of-life of the community, their very attractiveness to children and other persons also makes them potential safety hazards; and

Whereas, Pursuant to s. 320-27 of the Milwaukee Code of Ordinances, it is the duty of the City's Safety Commission to investigate, recommend and report to the Common Council and other City officials "the best methods of providing for the safety and convenience of the public in matters of safety and to give the greatest possible publicity as to safety precautions"; now, therefore, be it
