Title
Resolution amending the City of Milwaukee’s legislative package to include support for legislation that increases access to child care and child care services.
Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of State legislation that increases access to child care and child care services.
Body
Whereas, The Department of Children and Families (DCF) has allocated a total of approximately $459 million in funds for the Child Care Counts: Stabilization Payment Program to support Wisconsin’s early care and education community; and
Whereas, The Child Care Counts: Stabilization Payment Program is scheduled to expire in January 2024; and
Whereas, In Wisconsin, 288,450 children have a potential need for child care; and
Whereas, In Wisconsin, there are currently 171,040 child care slots; and
Whereas, Child care providers are struggling to hire qualified workers; and
Whereas, The lack of child care workers is forcing regulated child care providers to close classrooms and cut their hours of service; and
Whereas, Statewide, there has been a 26% decrease in the number of regulated child care facilities; and
Whereas, Businesses are reporting that the child care crisis is affecting their ability to recruit and retain employees; and
Whereas, The average 2-income family in Wisconsin spends 17% of its income on child care for one child; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Intergovernmental Relations Division is directed to seek introduction and passage of State legislation that increases access to child care and child care services; and, be it
