Analysis
This resolution authorizes and directs the Commissioner of Public Works and the City Comptroller to execute a project agreement with the Wisconsin Department of Transportation for the programming and construction of traffic signal/roadway improvements using Hazard Elimination Safety program funds. The agreement provides 90 percent federal/10 percent local cost sharing of the preliminary engineering and construction costs. The resolution also directs the City Comptroller to create the necessary accounts to fund the City of Milwaukee's share of preliminary engineering for these projects.

Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation (WISDOT), along with the Project Agreement to be executed by the City of Milwaukee, for the programming and construction of a 2004-2007 Hazard Elimination Safety (HES) project; and

Whereas, One hundred and twenty four (124) locations with a high frequency of crashes involving disregard of signals were identified through the City's ongoing Accident Identification and Surveillance program; and

Whereas, The proposed improvements will increase safety at signalized intersections by installing Light Emitting Diode (LED) signal heads to increase visibility of signal indications; and

Whereas, This is the second such project that will install LED signal heads, with the first project's agreement signed in January 2005; and
