There was discussion on consideration of the file in open and/or closed sessions, the tentative agreement, financials and components of the tentative agreement. Ald. Spiker moved that the Finance and Personnel Committee convene into closed session, pursuant to s. 19.85(1)(e), Wis. Stats., for the purpose of conducting specified public business whenever competitive or bargaining reasons require a closed session. Title
Substitute resolution to ratify and confirm the final agreement between the City of Milwaukee and Milwaukee Police Association.

Analysis
The purpose of this resolution is to confer Common Council approval, ratification, and confirmation on the Memorandum of Understanding between the City of Milwaukee negotiating team and Milwaukee Police Association covering wages, hours, and conditions of employment for the time periods commencing January 1, 2023, through December 31, 2026.

Body
Whereas, The total agreement between the City negotiating team and Milwaukee Police Association, for the time period commencing January 1, 2023, through December 31, 2026 has been reduced to writing; and

Whereas, The Memorandum of Understanding embodying the agreement reached by the parties, copies of which are attached to Common Council File No. 221201 and incorporated herein as though fully set forth at length, was executed subject to ratification by the Common Council; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the agreement between the City negotiating team and Milwaukee Police Association be approved; and be it

Further Resolved, That the City negotiating team is hereby authorized and directed to reduce the agreement to a formal contract between the union and the City; and be it

Further Resolved, That the proper City officials are hereby authorized and directed to execute a formal contract between the City of Milwaukee and Milwaukee Police Association which reflects the terms of the agreement; and be it

Further Resolved, That the proper City officials are hereby authorized and directed to take the necessary action or to make the necessary recommendations to the Common Council or the appropriate committees or boards to implement the terms of this agreement; and be it
