Title
Resolution authorizing the Commissioner of Public Works to enter into a contract with the Land Resource Company, LLC for maintenance of the special planting areas in Kilbourn Park. (DPW)
Analysis
This resolution authorizes the Commissioner of Public Works to enter into a four-year maintenance contract with the Land Resource Company for maintenance of the special planting areas in Kilbourn Park. This company installed the special landscaping along the park's steep slopes and is best qualified to undertake its maintenance during the first few critical years when the landscaping will be getting established. The total amount of the contract is not-to-exceed $60,000. Funding will be provided by the Redevelopment Authority with proceeds from TID #22.
Body
Whereas, The Department of Public Works, in conjunction with the Department of City Development, has recently redeveloped and expanded Kilbourn Park; and

Whereas, The park improvements include restoration of the restroom building on the site; reconfiguration of the sloping portion of the park to provide better connections between the upper and lower areas; removal of some retaining walls, restoration of others, and construction of some new wall sections; development of bicycle/pedestrian trails; installation of pedestrian level lighting; and planting of native prairie grasses and similar vegetation on the steepest slopes of the park; and

Whereas, The portions of the park planted with native prairie grasses and other special plant materials require high levels of attention and care during the first few years until the plants are well established; and

Whereas, The Department of Public Works does not have the capacity to provide the landscape maintenance that will be required in the first few years; and

Whereas, The Land Resource Company installed the special landscaping in Kilbourn Park and is the best qualified to ...
