Hines, Jr. HACM’s Secretary-Executive Director, thanked the HACM staff for working diligently in securing the $9 million American Rescue Plan Act (ARPA) funds from the City of Milwaukee. Mr. Hines noted that the attachment provided with the agenda outlines how the funds are to be used for the continued revitalization of Westlawn Gardens. In addition, the resolution allows HACM to enter into negotiations with the City of Milwaukee for their remaining ARPA monies. Fernando Aniban, HACM’s Chief Financial Officer, added that HACM is at the point of finalizing the contract and expected to close in the later part of May 2022. Mr. Aniban further stated that, in addition to the $9 million awarded from the City, a further $6 million in ARPA funds has been awarded to HACM from the State, for a total amount of $15 million, and there are hopes for future funding opportunities. Mr. Hines let the Commissioners know that members of the Common Council, the Mayor’s office, and staff from Governor’s office toured Westlawn and are very excited about the redevelopment. WHEREAS, the United States Department of the Treasury has distributed funds (“Funds”) from the Coronavirus State and Local Fiscal Recovery Fund pursuant to 42 U.S.C. Sec 802, as added by section 9901 of the American Rescue Plan Act of 2021 (ARPA), to the City of Milwaukee (“City”); and

WHEREAS, the City is administering such Funds through a variety of programs and initiatives; and

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) had requested and received Nine Million Dollars ($9.0mm)  allocation of ARPA Funds for the continued revitalization of Westlawn Gardens; and

WHEREAS, the Secretary-Executive Director recommends that the attached draft of Subrecipient Agreement for ARPA Funds (“Contract”) be approved subject to further changes that management may deemed necessary to be made in the best interest of HACM; now, therefore, be it

RESOLVED, by the Board of Commissioners of HACM that the Secretary-Executive Director or his designee be authorize to negotiate and enter into  Contract with the City; and, be it

FURTHER RESOLVED, that the Secretary-Executive Director or his designee are hereby authorized and directed to properly execute said contract for and on behalf of HACM and, be it

FURTHER RESOLVED, that all acts previously performed, relative to this matter, by the Commissioners and the Secretary Executive Director of the Authority, be and hereby are approved, ratified, and confirmed in all respects.
