This resolution directs Milwaukee Water Works to determine whether private-side water service lines in homes built from 1952 to 1962 are made of lead or copper.
Body
Whereas, The Water Quality Task Force was established by resolution Common Council File Number 160438 on July 26, 2016; and
Whereas, The Task Force was charged with exploring the problem of lead in the City’s drinking-water infrastructure and with investigating and making recommendations regarding additional ways to ensure the long-term health and safety of Milwaukee’s drinking water; and
Whereas, The Common Council passed an ordinance on December 12, 2016, mandating the replacement of lead water service lines under certain circumstances and establishing a special assessment for lead water service line replacement on private property (Common Council File Number 160742); and
Whereas, Current Milwaukee Water Works policy is to determine whether water service lines are made of lead for homes built 1951 and prior; and
Whereas, The Task Force recommended that the City pass legislation to provide private-side lead service line identification, removal, and special assessment cost-sharing criteria for homes constructed between 1952 and 1962; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Water Works is directed to make every effort to determine whether the private side of a water service line is lead or copper for all homes built between 1952 and 1962 when it is completing a water main project or at other times water service line replacement work is being conducted.
