Title
Substitute resolution relating to application, acceptance and funding of a Growing Regional Opportunities for Wisconsin grant, funded through the state Council on Workforce Investment and administered by the Department of Workforce Development.
Analysis
This resolution authorizes the Mayor's Office to apply for, accept and fund a Growing Regional Opportunities for Wisconsin Grant to contract with a consultant to develop a regional workforce partnership that will mobilize resources for the central city workforce to qualify for career opportunities in critical sectors of the regional economy. The amount of the grant is $150,000 with a Local-In-Kind- Non-City Share of $20,000 and a grantor share of $130,000.

Whereas, The City of Milwaukee ("City") appears to be eligible for grant funds from the State of Wisconsin's Council on Workforce Investment's Growing Regional Opportunities for Wisconsin (GROW) grant; and

Whereas, The Department of Administration- Intergovernmental Relations Division has determined that operation of this grant program from September 1, 2005 through August 30, 2006 will cost approximately $150,000, of which 87 percent will be provided by the Grantor; and

Whereas, The In-Kind Local Non-City share of this grant program, $20,000 or 13 percent, will come from private sector contributions; and

Whereas, The Department of Administration-Intergovernmental Relations Division has determined that the benefits to the City from this grant program appear to exceed the City's share of costs and other obligations to be incurred under this program; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application, acceptance and funding of said grant from the State of Wisconsin's Council on Workforce Investment under the terms specified above, to be administered by the Mayor's Office, is authorized; and, be it
