Analysis
This charter ordinance makes a technical amendment to rectify unintended consequences resulting from the fact that the improved escalator benefits under the global pension settlement were intended to apply to general city employes who retired or separated on or after January 1, 2000, and the definition of general city employe for purposes of the global pension settlement did not take effect until the effective date of the global pension settlement, January 19, 2001. Under the amendment, employes who meet the definition on January 1, 2000 would be included even though they separated or retired prior to the effective date of the global pension settlement, January 19, 2001.

Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 36-02-17 of the charter is amended to read:

36-02. Definitions.

17. GENERAL CITY EMPLOYE shall mean: An employe of the city or a city agency who is not a policeman or fireman. >>For purposes of s.36-05-1-h-5, general city employe shall include a person meeting this definition on January 1, 2000, even though the person was no longer employed by the city or city agency on January 19, 2001.<<

Part 2. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
