Minutes note: Appearing: Pamela Ritger de la Rosa, Environmental Collaboration Office Zachary Allen, Environmental Collaboration Office Ms. Ritger de la Rosa and Mr. Allen presented. This resolution authorizes the Department of Administration-Environmental Collaboration Office to accept and fund a Healthy Homes Production grant from the United States Department of Housing and Urban Development in the amount of $2,000,000. The purpose of the grant is to add home improvements to the City’s Lead Hazard and Energy Efficiency Integration program and other City housing repair programs. There was discussion on the selection of homes, number of eligible homes, ARPA supplemental funds, lead lateral replacement impact on eligibility, and focus on homeowner occupancy. Ms. de la Rosa said their office would follow up with more details on the prioritization of homes for the program.

Analysis
This resolution authorizes the Department of Administration-Environmental Collaboration Office to accept and fund a Healthy Homes Production grant from the United States Department of Housing and Urban Development in the amount of $2,000,000. The purpose of the grant is to add home improvements to the City’s Lead Hazard and Energy Efficiency Integration program and other City housing repair programs.

Body
Whereas, As part of the City’s Climate and Equity plan, the Health Department, the Department of Administration-Environmental Collaboration Office (ECO), and Milwaukee Habitat for Humanity established the Lead Hazard and Energy Efficiency program; and

Whereas, The Lead Hazard and Energy Efficiency program remediates lead hazards in homes where children have elevated blood levels and integrates energy efficiency and health and safety improvements for those households; and

Whereas, The Healthy Homes Production grant will expand the Lead Hazard and Energy Efficiency program by supporting environmental health home improvements in 123 houses that are also receiving American Rescue Plan Act (ARPA) lead remediation and ARPA weatherization and energy efficiency interventions, such as roof, gutter and downspout repair to reduce water damage; grading and minor foundation repairs, radon testing and remediation; electrical safety upgrades; and removing sources of indoor air pollution or improving ventilation systems; and
