Analysis

This resolution authorizes the Department of Employe Relations to contract with Willis of Wisconsin to complete a Medicare Part D subsidy application.

Body

Whereas, The Medicare Modernization Act of 2003 created by the United States Congress provided for Medicare Part D; and

 

Whereas, Medicare Part D is a prescription drug benefit that will be available to Medicare participants effective in 2006; and

 

Whereas, Medicare participants will be able to apply for one of several prescription drug plans that will be offered; and

 

Whereas, The City of Milwaukee, as an employer, provides a prescription drug benefit as a component of its Medicare supplement health insurance plan; and

 

Whereas, A Retiree Drug Subsidy of up to 28% is available from the United States Centers for Medicare and Medicaid to employers who provide a prescription drug benefit equivalent to the Medicare Part D plan; and

 

Whereas, An application process, including an actuarial determination, is required in order to verify that the City of Milwaukee’s prescription drug benefit is equivalent to Medicare Part D; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employe Relations is authorized to enter into a contract with Willis of Wisconsin to complete the application process and actuarial determination for the purpose of applying for a Retiree Drug Subsidy; and, be it

 

Further Resolved, That the Department of Employe Relations is authorized to expend up to $5,000 from the 2005 Health Care SPA, Cost Control sub-account for the purpose of conducting this application process.
