Substitute resolution directing the Chief Court Administrator to report program metrics to the Common Council.
Analysis
This resolution directs the Municipal Court Administrator to report the metrics of the new court alternatives program to the Council on a quarterly basis. The resolution further provides a non-exhaustive list of metrics that are expected.
Body
Whereas, The Municipal Court has operated the Court Alternative Service program since 1983, using various contactors; and

Whereas, The City’s Court Alternative Service program agreement with JusticePoint and the Court concluded at the end of August, 2025; and

Whereas, The 2026 Budget was adopted by Common Council File Number 250001 on November 7, 2025; and

Whereas, The 2026 Budget moved funding from the Municipal Court Intervention Program Special Purpose Account and added position authority, FTEs and funding to the Municipal Court budget to create an internal court alternative services program; and

Whereas, This new internal court program includes one Court Social worker, 2 Court Case Workers, and one Office Assistant IV; and

Whereas, Amendment 51 placed a footnote in the 2026 Budget directing for the Municipal Court Chief Administrator to report program metrics and results to the Council on a quarterly basis; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Chief Court Administrator shall report on metrics for the new, internal Court Alternatives Program; and, be it

Further Resolved, That reporting to the Common Council shall include but not be limited to, metrics relating to cases, defendants and final dispositions as follows:

Cases
· Number of open cases at the beginning of the reporting period.
· Number of open cases at the end of the reporting period.
· Total number of cases for defendants admitted to the program.
