This substitute resolution authorizes the Buildings and Fleet Division to seek out competitive bids for long term rental of certain vehicles for use by the Department of Neighborhood Services.

BODY:
Whereas, On April 20, 1999, the Common Council adopted Resolution File Number 990089, a resolution relative to the outsourcing or privatizing of City services and providing rules by which such outsourcing and privatization shall be conducted; and

Whereas, The Department of Neighborhood Services desires to explore vehicle rental options with the cooperation of the Buildings and Fleet Division to flatten its vehicle rental costs and increase vehicle reliability; and

Whereas, Substantial capital outlay would be necessary to replace these same vehicles in the fleet; and

Whereas, This would be considered as a pilot program for the duration of the contract, subject to further Common Council review prior to any rebid or expansion; and

Whereas, The Buildings and Fleet Division does not intend to reduce staff as an immediate result of this process; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes the Buildings and Fleet Division to seek bids for long term rental of vehicles to be used by the Department of Neighborhood Services as specified in the report attached to this file; and, be it

Further Resolved, That the Department of Neighborhood Services and the Buildings and Fleet Division report back on the results of the pilot program prior to any renewa...
