Title:
Resolution relative to application, acceptance and funding of a Violence Against Women Program Grant for the Milwaukee Homicide Review Commission. (Police Department)
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Violence Against Women Program Grant from the U.S Department of Justice, through the State of Wisconsin, Office of Justice Assistance in the amount of $191,570 with a city share of $111,570 and a grantor share of $80,000. The purpose of this project is to partially fund the Milwaukee Homicide Review Commission, which will conduct reviews of homicide incidents to identify the factors that led to the incident. The goal of this project is to pool government and community resources that addresses the factors identified, thereby reducing future violence and homicides.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the United States Department of Justice, through the State of Wisconsin, Office of Justice Assistance; and

Whereas, The Milwaukee Police Department may enter into agreements with Dr. Mallory O'Brien and a research assistant as consultants to coordinate the commission's activities and to collect, analyze and report data; and

Whereas, The operation of this grant from 01/01/05 to 12/31/05 would cost $191,570 of which $111,570 (58%) would be provided by the city and $80,000 (42%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S Department of Justice, through the State of Wisconsin, Office of Justice Assistance, is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and, be it

Further Resolved, That the City Comptroller is authorized to:
