Whereas, Common Council Resolution File Number 76-829 was adopted on October 5, 1976, granting a special privilege to Universal Foods Corporation to construct and maintain a 6-foot wide covered utility trench and to keep and maintain an existing circular steel molasses storage tank, an existing men's locker room building, an existing concrete block building and an existing chain link fence, all located on, across and/or beneath public right-of-way whose lands are designated for the 27th Street viaduct adjacent to 2702 West Greves Street; and

Whereas, The applicant now desires to install and maintain underground water supply pipe from West Greves Street and underground clear water discharge pipe to West Greves Street across public right-of-way beneath the 27th Street viaduct adjacent to 2702 West Greves Street; and
