Analysis
This substitute resolution authorizes the City of Milwaukee to execute a Permanent Roadway Easement Agreement with the Wisconsin Department of Transportation as part of the Kneeland Properties Infrastructure Improvement Project. The roadway easement will cross the Wisconsin Department of Transportation-owned property at 907 West Hinman Street and allow a road to be built. The improvements are being funded with a U.S. Department of Commerce Economic Development Administration grant (EDA Investment No. 06-79-06437.)

Whereas, The Redevelopment Authority of the City of Milwaukee (“RACM”) is working in conjunction with other City departments and Menomonee Valley Partners, Inc. to undertake site development activities for the RACM-owned parcels at 260 North 12th Street and 825 West Hinman Street and the Wisconsin Department of Transportation (“WisDOT”)-owned parcel at 907 West Hinman Street (collectively known as the “Kneeland Properties”); and

Whereas, RACM received an award of approximately $3.2 million from the Economic Development Administration (“EDA”) to build a new road and to install underground utilities at the Kneeland Properties; and

Whereas, A portion of the new road will cross the WisDOT-owned property at 907 West Hinman Street; and

Whereas, The road will create vehicular and pedestrian access to the land locked parcel at 825 West Hinman Street for the benefit of the public and it will create new economic development opportunities in the Menomonee Valley; and
