This substitute resolution approves receipt of a grant from the State of Wisconsin to make energy efficient improvements to homes in selected neighborhoods. The funds will be administered by NIDC working in cooperation with the UWM School of Architecture and Urban Planning and OIC.
BODY:
Whereas, On June 23, 1998, the Wisconsin State Legislative's Joint Committee on Finance approved the 1998 Oil Overcharge Plan recommended by Governor Thompson; and

Whereas, The City of Milwaukee ("City") has an ongoing neighborhood revitalization program to strengthen property values and increase owner-occupancy, i.e., the Targeted Investment Neighborhood ("TIN") Program; and

Whereas, Common Council File No. 971303, adopted January 9, 1998, authorized the execution of a Management Agreement between the City and the Neighborhood Improvement Development Corporation ("NIDC") to further the preservation and revitalization of Milwaukee neighborhoods, including the management of the TIN Program; and

Whereas, NIDC is collaborating with the University of Wisconsin-Milwaukee School of Architecture and Urban Planning ("SARUP") to develop new construction designs that meet higher energy efficient standards; and

Whereas, As part of the 1998 Oil Overcharge Plan, the State of Wisconsin's Joint Finance Committee approved a grant of $175,000 to the City for the purpose of providing low interest energy efficiency improvements; and
