Whereas, The Common Council approved the inclusion of a footnote in the 2020 Adopted City Budget, directing the Department of Neighborhood Services to concentrate demolitions and deconstructions in the areas experiencing the greatest need, with $250,000 from the 2020 Concentrated Blight Elimination capital program being used solely for demolitions in areas with high densities of vacant properties, with priority given to fire-damaged structures.; and
Whereas, The blighting impact of dilapidated properties scheduled for demolition or deconstruction is substantial in areas where these properties are highly concentrated; and
Whereas, The presence of fire-damaged structures in an area often conveys a message of decay and hopelessness which can make the blighting impact of these structures particularly powerful; and
Whereas, Expending the City’s demolition and deconstruction resources on areas of the city with the greatest concentrations of properties scheduled for razing, and first razing fire-damaged structures within those areas, positions the City to confront urban blight in the areas of the city most at-risk of blight; now, therefore, ...
