Title
Resolution approving the 2026 Schedule of Utility Allowances and 2026 Schedule of Payment Standards for the Housing Choice Voucher Program, with both effective January 1, 2026

Body
WHEREAS, each year the Housing Authority of the City of Milwaukee (HACM) voucher is required by the U.S. Department of Housing & Urban Development (HUD) to review and update its schedule of utility allowances for the Housing Choice Voucher program and must revise the schedule if there has been a change of 10 percent or more in any utility rate since the last time the allowance schedule was revised;
WHEREAS, based on a recent third-party review of utility rates by The Nelrod Company, HACM’s contractor, CVR Associates, and HACM management are recommending approval from the HACM Board of Commissioners of a revised schedule of utility rates as shown in an attachment to this resolution; and
WHEREAS, additionally, HUD requires public housing authorities (PHAs) to review their payment standards annually after HUD updates their “fair market rent” (FMR) schedules nationwide and the PHA is required to establish a payment standard that is between 90 percent and 110 percent of the published FMR for that bedroom size for the Metropolitan Statistical Area (MSA) unless the PHA has received HUD approval for an exception payment standard rate above 110 percent; and
WHEREAS, a PHA is also allowed to establish “Small Area FMR” (SAFMR) rates up to 110% for individual zip codes in its service area, and for several years, HACM has established separate SAFMR rates for fifteen (15) separate zip codes in areas of opportunity that are outside areas of poverty or minority concentration; and
WHEREAS, CVR Associates and HACM management are recommending approval by the Board of Commissioners of a revised payment standards for the general metropolitan statistical area (MSA) and for 15 SAFMR zip codes to be continued at 110...
