Title
Substitute resolution approving Amendment No. 3 to the North 7th Street-West Garfield Avenue (Bronzeville) Redevelopment Plan, in the 6th Aldermanic District.
Analysis
Adoption of this substitute resolution by at least two-thirds vote of the Common Council will approve a redevelopment plan amendment for an approved redevelopment project that has been approved by the Redevelopment Authority. Such approval is a prerequisite for exercising the powers granted to the Redevelopment Authority under Wisconsin law for implementation.
Body
Whereas, On May 17, 1983, by adoption of File No. 82-2097-a, the Common Council of the City of Milwaukee (“Council”) approved a Redevelopment Plan prepared by the Redevelopment Authority of the City of Milwaukee (“Authority”) for the North 7th Street-West Garfield Avenue Redevelopment Project Area (“Plan”); and

Whereas, The Plan was subsequently amended, the most recent of which occurred on April 28, 2005 by passage of Resolution File No. 041531 that approved Amendment No. 2 to create the Bronzeville Cultural and Entertainment District; and

Whereas, The Authority and the Council now desire to further amend the Plan to revise the procedures for removing properties from acquisition, to make a minor change in prohibited land uses, to revise Map No. 3 (“Proposed Land Use Plan”) and to revise Map No. 4 (“Acquisition Map and Schedule of Property Acquisitions"), and has proposed Amendment No. 3, a copy of which is attached to this Council File; and

Whereas, The Authority gave proper notice to property owners within the project area and conducted a Public Hearing on the proposed amendment on November 16, 2006, pursuant to Wisconsin Statues after which it approved Amendment No. 3; and

Whereas, Pursuant to Wisconsin Statues, the Council must approve all amendments to a redevelopment plan and approve all property acquisitions by the Authority; and
