Minutes note: Recommendation of renewal with a 20-day suspension in lieu of revocation of the Class "B" Tavern license of LaQuanda Madison for the premises located at 2336 W. Orchard Street ("Club Down Low"), in the 8th Ald. District. Written objections have been filed by the licensee. (Committee Vote: 3 Ayes; 2 Noes; Expiration Date: 4-19-01). The Clerk swore in the Court Reporter and LaQuanda Madison. The President questioned whether the members of the Common Council read the Report and Recommendations of the Utilities and Licenses Committee in this matter and any written exceptions, if filed by the licensee? Ayes: 17 - Ald. Herron, D'Amato, Henningsen, Bohl, Johnson-Odom, Gordon, Donovan, Richards, Cameron-Rollins, Scherbert, Sanchez, Pawlinski, Breier, Nardelli, Murphy, Hines and President Pratt. Noes: 0. The Clerk questioned whether the following applicant or her Counsel was present and wish to address the Council: The applicant La Quanda Madison was present and wished to address the Council. ALD. HERRON moved that the Common Council do now resolve into the Committee of the Whole for the purpose of hearing from LaQuanda Madison relative to the foregoing matter. PROCEEDINGS OF THE COMMITTEE OF THE WHOLE LaQuanda Madison and Assistant City Attorney Bruce Schrimpf appeared and addressed the committee relative to the foregoing matter. ALD. CAMERON-ROLLINS moved that the Committee do now rise. THE CHAIR moved to approve the Utilities and Licenses recommendations. Ayes: 15- Ald. This substitute motion grants the Class "B" Tavern license with a 20-day suspension of LaQuanda Madison in lieu of revocation for the premises located at 2336 W. Orchard Street ("Club Down Low") in the 8th Aldermanic District.
BODY:
Whereas, The Utilities and Licenses Committee held an evidentiary hearing on June 12, 2000, relative to the revocation of the Class "B" Tavern license of LaQuanda Madison for the premises located at 2336 W. Orchard Street ("Club Down Low") in the 8th Aldermanic District; and

Whereas, The Committee found that the licensed premises is operated in a disorderly manner and constitutes a public nuisance contrary to the public welfare and a substantial and adverse threat to the health, safety, convenience and prosperity of the immediate neighborhood, and that it is in the best interest of the community that the Class "B" Tavern license of LaQuanda Madison for the premises located at 2336 W. Orchard Street ("Club Down Low") in the 8th Aldermanic District, be granted with a 20-day suspension, in lieu of revocation; and

Whereas, The Utilities and Licenses Committee, after hearing all of the testimony of the neighborhood complainants and police report, voted (3 ayes, 2 noes) to recommend granting of said license with a 20-day suspension in lieu of revocation; now, therefore, be it

Resolved, That the Common Council of the City of Milwaukee, hereby accepts the recommendation of the Utilities and Licenses Committee to grant the Class "B" Tavern license with a 20-day suspension in lieu of revocation of LaQuanda Madison for the premises located a...
