Title
Resolution approving an Adopt-a-Lot Program for vacant City-owned lots.
Analysis
Adoption of this resolution by the Common Council of the City of Milwaukee will approve an Adopt-a-Lot License Program for vacant City-owned lots and will authorize the Department of City Development to manage the Program.
Body
Whereas, The Common Council of the City of Milwaukee, in File No. 140326, recognized that City-owned vacant lots may have a blighting influence on surrounding properties and neighborhoods; and

Whereas, The City of Milwaukee’s (“City”) inventory of vacant lots is growing as a result of acquisition of lots through property tax foreclosure; and

Whereas, The costs of maintaining these properties are a drain on City resources; and

Whereas, MCO Section 304-49 allows the City to convey, by lease and deed, City-owned real estate and to issue annual growing season garden permits; and

Whereas, Per MCO Section 308-1-2, the Department of City Development (“DCD”) is responsible for developing programs that address community development, land use and City-owned real estate; and

Whereas, DCD currently implements a variety of strategies to convey vacant lots, including an $1 Lot Sale Program authorized by File No. 140326, via the issuance of garden permits, the sale of lots for development of in-fill housing, the sale of lots to adjacent property owners and the publication of a Vacant Lot Handbook that illustrates a variety of creative and attractive uses for these properties; and

Whereas, A program that allows individuals and groups to use and maintain City-owned vacant lots without purchasing them is an appropriate addition to the toolbox to promote positive re-use of vacant lots and reduce City costs to maintain them; now, therefore, be it
