This resolution authorizes and directs the Department of Public Works to proceed with its plan for expansion of the Lincoln Yard Tow Lot as presented to the Common Council in Communication File Number 971737. DPW is further directed to submit monthly written progress reports to the Common Council regarding implementation of the expansion of the tow lot.
BODY:
Whereas, The City of Milwaukee's current contract for towing of illegally parked vehicles will expire on March 31, 1998, and the Department of Public Works (DPW) maintains that tow lot operations can be significantly improved by consolidating all towing activity at an expanded City lot; and
Whereas, A feasibility study for expansion of the Lincoln Yard Tow Lot was conducted in 1997 by a consultant to the City; and
Whereas, Consolidation of towing operations at the Lincoln Yard site is anticipated to improve customer service because citizens will be able to make inquiries, pay for citations, pay towing and storage fees, and retrieve their vehicles, all at a single location; and
Whereas, DPW presented its plan for expansion of the Lincoln Yard Tow Lot to the Common Council in Communication File Number 971737 which was reviewed in public hearings by the Public Improvements Committee, the Judiciary and Legislation Committee, and the Finance and Personnel Committee; and
Whereas, The Common Council authorized $3.8 million in short-term general obligation borrowing needed to implement expansion of the Lincoln Yard Tow Lot in Resolution File Number 971742, adopted March 3, 1998; and
Whereas, An ordinance file was introduced at the March 3, 1998, Common Council meeting to amend the fees for towing and storage of vehicles, as identified in DPW's plan for expansion of the tow lot; now, there...
