Analysis
Adoption of this substitute resolution by at least two-thirds vote of the Common Council will approve the proposed boundaries for the Milwaukee’s Choice Neighborhood Redevelopment Project Area, will declare the Project Area blighted and in need of blight elimination, slum clearance and an urban renewal project and will direct the Redevelopment Authority of the City of Milwaukee to prepare a Redevelopment Plan for the Project Area.

Whereas, Preliminary analysis by the Department of City Development indicates the existence of physical and economic blight that cannot be eliminated through the normal exercise of the regular powers of the City of Milwaukee (“City”) in the Milwaukee’s Choice Neighborhood Redevelopment Project Area (“Project Area”) that is located generally to the east of North 76th Street, North of West Villard Avenue, West of North Sherman Boulevard and South of West Mill Road, which Project Area boundaries are shown in Exhibit A, a copy of which is attached to this Common Council File; and

Whereas, As a first step in the exercise of the statutory powers granted to the Redevelopment Authority of the City of Milwaukee (“Authority”) for acquisition, disposition, repair and rehabilitation of real property in a project area, Section 66.1333(6)(b)1 of the Wisconsin Statutes requires that the Authority designate the boundaries of a proposed redevelopment project area and submit such boundaries to the Common Council for approval and for a declarati...
