Title

Analysis

This resolution urges the Police Department to immediately remove debris from crash and collision scenes. 

Body

Whereas, Vehicle collisions and crashes may leave debris, including broken glass, bumpers and other vehicle parts, in the roadway; and

 

Whereas, Debris in the roadway may cause damage to vehicles, including flat tires; and

 

Whereas, Without proper traffic control, removing debris from the roadway may be dangerous; and

 

Whereas, Debris from collisions and crashes is unsightly and has a negative effect on quality of life if it remains in the public right-of-way for an extended period of time; and

 

Whereas, Milwaukee Police Department Standard Operating Procedure (SOP) 650 - Vehicle Crashes, provides instructions to properly investigate, report, and track motor vehicle crashes; and 

 

Whereas, SOP 650.10-H states “Members shall alert the Department of Public Works if there is any roadway debris as a result of a crash by submitting an on-line request through the city of Milwaukee’s online portal to ensure the debris is collected in a timely manner.”; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Police Department is urged to amend MPD SOP 650 to immediately remove crash and collision debris from the public right of way; and be it

 

Further Resolved, That the Chief of Police is urged to implement the practice of immediately removing crash and collision debris from the public right-of-way.
