Resolution relating to the marketing of nicotine pouches to youth.
Analysis
This resolution expresses the Milwaukee Youth Council’s opposition to the marketing of nicotine pouches to youth. The resolution further urges the Common Council to amend the legislative package to reflect this opposition and to urge for better anti-nicotine education.
Body
Whereas, Nicotine pouch use is on the rise among youth; and
Whereas, Nicotine pouch packaging is designed to resemble candy and mints; and
Whereas, Pouch flavors like mint and citrus are designed to appeal to youth; and
Whereas, Research has shown that nicotine affects young brains differently than older brains, deepening addiction and dysregulating the prefrontal cortex, leading to higher rates of risk-taking behaviors and mood disorders; and
Whereas, Wisconsin remains one of the few states that has not updated its statutes to match the federal standards, increasing the legal age for the purchase of nicotine and tobacco products from 18 to 21, creating confusion and limiting law enforcement options; now, therefore, be it
Resolved, By the Milwaukee Youth Council, that the Council is opposed to the marketing of nicotine pouches to youth; and, be it
Further Resolved, That the Council urges the Milwaukee Common Council to amend the City’s State Legislative Package to reflect the Youth Council’s opposition to the marketing of nicotine pouches to Milwaukee youth; and, be it,
Further Resolved, That the Youth Council urges the Milwaukee Common Council to amend the City’s State Legislative Package to reflect the Youth Council’s desire to see better education for Milwaukee youth on the dangers of nicotine pouches and other nicotine products.
