Minutes note: Crystal Reed-Hardy, HACM’s Chief Human Resources Officer, explained that two years ago the oversight of the Secretary-Executive Director was delegated to HACM’s Human Resources department. Resolution 13519 reverts the oversight authority to HACM’s Board of Commissioners.

WHEREAS, the role of a Board of Commissioners is to govern a public housing authority, including establishing policy and ensuring appropriate oversight; and

 

WHEREAS, the statutory authority over developing the duties and compensation of the Secretary-Executive Director was delegated to the Human Resources department of the Housing Authority of the City of Milwaukee two years ago; and

 

WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of the City of Milwaukee (HACM) to revert that authority back to the Board of Commissioners; and

 

WHEREAS, the Board of Commissioners intends to establish new policies and procedures related to the review of the duties and responsibilities of the Secretary-Executive Director moving forward, including establishing annual performance goals, reviews, and determinations related to compensation for that position; therefore, be it

 

RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that authority over establishment of duties, responsibilities, annual performance goals, performance evaluation, and compensation related to the Secretary-Executive Director will be reverted back to the Board of Commissioners; and, be it

 

FURTHER RESOLVED, that Human Resources Department of HACM is directed to research and present information to the Board of Commissioners options and best practices on how oversight, performance evaluation, compensation of the Secretary-Executive Director can be best performed by the Board of Commissioners.
