This resolution authorizes the Commissioner of the Department of Public Works to apply to the Wisconsin Waterways Commission for financial assistance to purchase a skimmer to be used in the removal of floating debris from waterways.
BODY:
Whereas, Under current state law, the Wisconsin Waterways Commission has the authority to approve financial aid to local governments for the development of recreational boating projects; and

Whereas, It is expected that when adopted, the 1997-99 state budget will expand the types of projects eligible for funding under this program to include the acquisition of capital equipment that is necessary to collect and remove floating trash and debris from a waterway; and

Whereas, A clean, debris free Milwaukee River is necessary for the RiverWalk to be an attractive destination for Milwaukee's citizens and visitors; and

Whereas, A maintenance barge owned by the Port of Milwaukee and operated by the Milwaukee Community Service Corps will continue to remove floating debris from the river through October 1997; and

Whereas, The acquisition and operation of a skimmer would more effectively remove debris from the river than the temporary equipment currently being utilized; and

Whereas, As much as 75% of the costs of acquiring a skimmer, trailer and shore conveyer would be eligible to be covered by a grant from the Wisconsin Waterways Commission; and

Whereas, A collaborative partnership consisting of the City, Milwaukee Metropolitan Sewerage District, Port of Milwaukee and private sector parties will provide the financial, technical and management support necessary to make the operation of a skimmer a success; and
