Whereas, On July 25, 1997, the Common Council of the City of Milwaukee adopted Resolution File Number 970543 authorizing an agreement between the developer of Honey Creek Corporate Center at 125 S. 84th St. and the City of Milwaukee for the installation of required improvements in certain public ways:
