Title
Substitute resolution approving extension of health, dental and fringe benefit contracts with service providers.
Analysis
This resolution authorizes the Department of Employee Relations — Employee Benefits Division, in cooperation with the City Attorney's Office, to prepare and complete:

1. Amendments to agreements for a one-year period with CompcareBlue Aurora Family Network, Humana and United Healthcare to provide HMO services.

2. Amendments to agreements for a one-year period with DeltaDental, DentaCare, CarePlus and First Commonwealth to provide dental services to City employees and retirees.

3. A new contract for a 3-year period with the Wisconsin Physicians Service to provide administrative services, a preferred provider network service, and utilization review and case management services related to the City's Basic Health Plan.

Whereas, The City of Milwaukee currently contracts with 4 health maintenance organizations (HMOs) to provide health insurance to City employees and retirees; and

Whereas, The City of Milwaukee desires to continue this relationship during 2002, and 3 of the HMOs are interested in extending their contracts through December 31, 2002; and

Whereas, The City of Milwaukee currently contracts with 3 pre-paid dental plans and one fee-for-service dental plan to provide dental services to active employees; and

Whereas, The City of Milwaukee desires to continue this relationship during 2002, and all of the dental plans are interested in extending their contracts through December 31, 2002; and

Whereas, The Department of Employee Relations conducted a request for proposals with the support of Willis Corporation to identify a vendor or vendors to provide services to City employees and retirees who select the Basic Plan option; and
