Substitute resolution relative to acceptance and funding of the 2026-2027 Evaluation of Molecular Detection Methods for Genital Ulcer Disease Grant from the Association of Public Health Laboratories.

Analysis
Substitute resolution authorizes the Health Department to accept, and fund the 2026-2027 Evaluation of Molecular Detection Methods for Genital Ulcer Disease Grant from the Association of Public Health Laboratories in the amount of $39,320, with a City share of $0 and a grantor share of $39,320. The funding will provide supplies and other support to development a new clinical diagnostic test which will increase early detection of syphilis infections in the city of Milwaukee.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Association of Public Health Laboratories to support the development of a new clinical diagnostic test which will increase our ability to detect early syphilis infections in the city of Milwaukee; and

Whereas, The operation of this grant program from July 1, 2026 to April 30, 2027 will cost $39,320 comprised of $39,320, or 100%, grantor share and $0, or 0%, City share; now, therefore, be it;

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent account of the 2026 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2026-27 Evaluation of Molecular Detection Methods for Genital Ulcer Disease:
