Analysis
This resolution approves a Cooperation Agreement between the City and Business Improvement District No. 15 (Riverwalk District). Under the terms of the Agreement, BID #15 would assume responsibility for operating the City's river skimmer vessel. BID #15 could subcontract the work to others such as the Milwaukee Riverwalk District organization and the Milwaukee Community Service Corps. Funding for river clean-up activities could come from a variety of sources including the Milwaukee Metropolitan Sewerage District, the City, and private contributors. The Commissioner of Public Works would be responsible for monitoring the river clean-up program and for re-authorizing it on an annual basis.
Body
Whereas, The Common Council of the City of Milwaukee has approved the creation of Business Improvement District No. 15 (BID #15) via Resolution File # 931824, adopted March 31, 1994, which file also approved the initial operating plan for the BID; and

Whereas, The Common Council has subsequently approved amendments to the BID #15 operating plan; and

Whereas, BID #15 generally encompasses the downtown area on either side of the Milwaukee River; and

Whereas, The City has entered into a May 23, 1994, Riverwalk Development Agreement, as amended, with BID #15 pursuant to which the City has provided the BID with partial funding for a Riverwalk System within the limits of the business improvement district; and

Whereas, Section 66.1109 (4) of the Statutes authorizes the City to make appropriations for the benefit of business improvement districts such as BID #15; and
