Analysis
Through the efforts of the East Side Transportation Management Association, a comprehensive plan was developed to manage parking in the University of Wisconsin-Milwaukee campus area. One element of this plan is the creation of resident-only parking zones on one side of various streets in the area. After agreement by the University, area residents and local businesses, enabling state legislation was sought and obtained under s. 349.13 (1k), Wis. Stats., for the first phase with an initial conversion of up to 721 parking spaces in the area to resident-only parking. This ordinance establishes resident-only parking zones containing up to 721 spaces within the University of Wisconsin-Milwaukee commuter impacted parking area and allows persons whose residences lie within such zones to obtain permits to park in these zones without regard to posted parking prohibitions.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 101-27.7-11 of the code is renumbered 101-27.7-12.
Part 2. Section 101-27.7-11 of the code is created to read:
101-27.7. Residential Daytime Parking Privilege for Commuter Parking Impacted Areas.
11. RESIDENT-ONLY PARKING PERMIT. a. Established. Within the University of Wisconsin-Milwaukee impacted area described in sub. 9-c-18, in addition to the residential parking privileges otherwise provided in this section, resident-only parking zones are created whereby vehicles bearing valid resident-only parking permits issued pursuant to this subsection may be parked without regard to posted parking prohibitions on specifically designated streets within the area.
