Analysis
This resolution authorizes the release of $50,000 from the Milwaukee Fire Department Study of Sworn Staff Special Purpose Account to pay consulting costs related to a study of the staffing structure and personnel issues in the Milwaukee Fire Department.

Body
Whereas, By amendment and footnote to the 2005 adopted City budget, the Common Council created and funded a $50,000 Fire Department Study of Sworn Staff Special Purpose Account for the purpose of studying the Milwaukee Fire Department staffing structure focusing on personnel issues including:

1. Total amount of personnel.
2. Their location via the network of engine and ladder companies.
3. The associated facilities that are required to meet the Fire Department's mission and elected officials' service level expectations.

Whereas, On November 12, 2004, the Common Council adopted Resolution File Number 041021, which specified that such funds were to be expended only after Common Council approval; and

Whereas, The City of Milwaukee, in conjunction with the Fire Department and Budget and Management Division, is soliciting requests for proposals from consultants and firms that are experienced in developing in-depth organizational, effectiveness and efficiency studies of urban fire department staffing structures; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller and the appropriate City officers are authorized and directed to take necessary actions to release the $50,000 appropriated to the 2005 Fire Department Study of Sworn Staff Special Purpose Account (0001-1650-S206-006300), in the 2005 Adopted City Budget to pay related consulting ...
