Resolution to close South 15th Street between West Burnham Street and West Forest Home Avenue on a trial basis. (Infrastructure Services Division)
Analysis
Due to concerns relative to child crossing safety raised by Forest Home Avenue School, the Department of Public Works proposes to close the segment of South 15th Street between West Burnham Street and West Forest Home Avenue to minimize traffic congestion, reduce vehicle backups and minimize pedestrian and vehicular conflicts. This resolution authorizes the Commissioner of Public Works to close this segment of roadway on a trial basis to evaluate the impacts of the proposed closure.
Body
Whereas, The close proximity of the intersections of South 15th Street with West Forest Home Avenue and West Burnham Street, and with the intersection of West Forest Home Avenue and West Burnham Street, causes severe congestion and vehicle queuing which obstructs traffic movement through these intersections during arrival and dismissal times at Forest Home Avenue School; and

Whereas, Vehicular conflicts, congestion and traffic queuing due to the proximity of the intersections makes traffic control by school crossing guards difficult and raises concerns relative to child crossing safety; and

Whereas, Closure of the segment of South 15th Street between West Forest Home Avenue and West Burnham Street to vehicular traffic can reduce traffic conflicts, congestion, and the adverse impacts of traffic queues on pedestrian and vehicular traffic circulation, thereby improving child crossing safety; and

Whereas, The Department of Public Works recommends that this closure be implemented on a trial basis through the placement of moveable barriers to fully evaluate the effects of this closure prior to construction of a permanent closure; now, therefore, be it
