-Analysis-

Since the inception of the City's group life insurance program, the City has entered into a series of five-year contracts. The current contract is with United Wisconsin Life Insurance Company and expires on December 31, 1997. Under this substitute resolution, the Common Council directs the Executive Director of the Employes' Retirement System and the City Attorney to place the contract for the five-year period commencing January 1, 1998 out for bid. Under this substitute resolution, the Common Council will appropriate up to $16,000 for the services of a consultant to assist in the preparation of specifications, development of a list of prospective bidders, review of the proposals and contract implementation. _______________________________________________________

Whereas, The City of Milwaukee has entered into a contract with the United Wisconsin Life Insurance Company providing for group life insurance coverage for eligible employes; and

Whereas, The contract expires on December 31, 1997; and

Whereas, The Common Council is interested in taking bids for a five-year contract commencing January 1, 1998; and

Whereas, The City is interested in retaining the services of William M. Mercer to assist the City in preparing specifications for bids, developing a list of prospective bidders, and evaluating the bids that are received in response to an invitation to bid; now, therefore, be it
