Analysis
This resolution transfers $37,500 from the Capital Improvements Advance Planning Fund into the Comprehensive Plan Subaccount No. UR01280129. This subaccount allocation will provide consultant assistance for the preparation of an updated Comprehensive Area Plan for the Northwest Side of the City of Milwaukee.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee ("City") prepare a Comprehensive Plan by 2010; and

Whereas, Comprehensive Area Plans ("Plans") for specific areas of the City are components of the Comprehensive Plan; and

Whereas, The Department of City Development ("DCD") continues work on residential and commercial analysis as well as land use policy development; and

Whereas, The preparation of Plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services; and

Whereas, The Northwest Side of the City, as identified on a map and a copy of which is attached to this Common Council File, generally bounded by County Line Road to the north, Hampton Avenue to the south, the City limits to the east, and 124th Street to the west, had a Plan prepared for it by the Department of City Development in 1986; and

Whereas, Rapid and fundamental changes in residential, commercial, and industrial issues and opportunities combined with a change in community leaders warrant updating of the 1986 Plan for the area; and
